How 321 Was Created: A Split and an Overlay at Once

Titusville data programmer Ozzie Osband connected the digits to rocket countdowns and presented the idea to the Florida PSC at a September 24, 1998, meeting in Orlando, Spectrum News 13 reported. The code went into effect on November 1, 1999, and Governor Jeb Bush placed the first call to Kennedy Space Center.

NANPA's planning letter PL-NANP-168, dated April 7, 1999, called the approved plan a Split Boundary Extension Concentrated Overlay and carried it out in two phases:

  • Phase one, the Orlando area: permissive ten-digit dialing began April 1, 1999, ten digits became mandatory for local calls on December 1, 1999, and the earliest effective date for 321 exchange codes in the overlay was January 15, 2000.
  • Phase two, Brevard County: the coast split from 407, with permissive dialing from November 1, 1999. From October 1, 2000, a Brevard number dialed with 407 went to an intercept message instead of connecting.

After the split, calls inside Brevard's 321 could still be dialed with seven digits, a habit that lasted another two decades. The Orlando side needed more numbers first: the PSC approved 689 as an all-services overlay for the 407/321 region, and new lines there could get 689 numbers from June 4, 2019. AT&T's customer notice stated that the part of 321 serving Brevard County was not affected and would not receive 689.

Both halves of the 321 area keep Eastern Time, so Titusville, Melbourne, Orlando and Kissimmee always show the same clock. There is no second time zone anywhere in the code's territory.
