Ten-digit dialing was already in place. Some 707 numbers used 988 as their prefix, so when the FCC set up 988 as the three-digit code for the suicide prevention hotline, the region switched to 1+10-digit dialing on October 24, 2021. With that settled, the CPUC concluded that an overlay was the only real option and adopted one on June 23, 2022, in Decision 22-06-031.
The overlay took effect on February 1, 2023, reusing the 369 digits from the abandoned 1999 plan. Nobody had to change a number. New lines in the region may receive a 369 number, and both codes are dialed the same way.
