State regulators at the California Public Utilities Commission (CPUC) define the original 858 zone as the northern portion of the City of San Diego, the cities of Del Mar, Poway and Solana Beach, a small part of Encinitas, and an unincorporated area of the county. The rest of the city and cities such as Chula Vista stayed in 619.
The 2018 boundary elimination changed what 858 means. New 858 numbers can now go to lines anywhere in the combined 619/858 region, which covers the inner part of San Diego County. Most of outer northern San Diego County and the desert areas split off into 760 back in 1997, and 760 with its 442 overlay borders the region to the east.

Two frequent lookups: La Jolla is in the 619/858 region, and Poway was one of the cities in the original 858 zone. Since the overlay, a new line in either place may receive a 619 or an 858 number. Encinitas is a partial case, with only a small part of the city in 858.

858 Area Code Time Zone (Pacific Time)
The 858 area code uses Pacific Time, like the rest of California. Pacific Daylight Time (UTC-7) begins at 2 a.m. on the second Sunday in March, and Pacific Standard Time (UTC-8) returns at 2 a.m. on the first Sunday in November.
Noon at an office in Sorrento Valley is 3 p.m. in New York and 2 p.m. in Chicago.
858 and 619: One Overlay Area
858 did not begin as an overlay. San Diego's code, 619, was split from 714 in 1982 and lost most of outer northern San Diego County and the desert to 760 on March 23, 1997. On June 30, 1998, NANPA approved a CPUC request to split the rest in two phases: 858 for northwest San Diego County on June 12, 1999, then a new 935 code for the south and east of the county on June 10, 2000.
Only the first phase happened. Nationwide opposition to so many scheduled splits led to 1000-block number pooling, which stretched 619's supply, and the 935 phase was cancelled.
By 2017, 619 was expected to run out of prefixes by March 2019, while 858 had decades of numbers left. So in April 2017 the CPUC erased the line between them (Decision 17-04-027) instead of adding a new code.
Mandatory 1 + 10-digit dialing began on May 19, 2018, and from June 19, 2018, new lines in either former region could be assigned either code. Existing numbers didn't change, and local calls stayed local.
Is 858 a Country Code? What That Search Really Means
No. 858 is a US area code that sits under country code +1, a code also used by Canada and much of the Caribbean. From another country, a San Diego County number is dialed as +1, then 858, then seven digits.
Similar-looking Asian country codes cause the mix-up: +852 is Hong Kong, +853 Macau, +855 Cambodia and +856 Laos, while 858 is unassigned. A +852 or +855 number with no 1 in front is international, not from San Diego.

- From other US states or Canada: the same 1 + 858 + seven digits.
- From abroad: start with your country's exit code (or press + on a mobile), followed by 1, 858 and the local number.

858 and 619 aren't among the nine California codes on the FCC's list of areas that needed ten-digit dialing for the 988 lifeline, since callers here had already switched. The CPUC also told businesses to reprogram alarm panels, fax machines and speed dials still set to seven digits.
