858 did not begin as an overlay. San Diego's code, 619, was split from 714 in 1982 and lost most of outer northern San Diego County and the desert to 760 on March 23, 1997. On June 30, 1998, NANPA approved a CPUC request to split the rest in two phases: 858 for northwest San Diego County on June 12, 1999, then a new 935 code for the south and east of the county on June 10, 2000.

Only the first phase happened. Nationwide opposition to so many scheduled splits led to 1000-block number pooling, which stretched 619's supply, and the 935 phase was cancelled.

By 2017, 619 was expected to run out of prefixes by March 2019, while 858 had decades of numbers left. So in April 2017 the CPUC erased the line between them (Decision 17-04-027) instead of adding a new code.

Mandatory 1 + 10-digit dialing began on May 19, 2018, and from June 19, 2018, new lines in either former region could be assigned either code. Existing numbers didn't change, and local calls stayed local.
